The Black Sea Regional Energy Centre was established in 1995 at the initiative of the European Commission, under its SYNERGY programme. Currently, the BSREC comprise 13 member-countries from the region. The Centre acts as a focal point for energy related activities, aimed at developing co-operation between the Black Sea region countries and the EU in the energy field. The Center’s core activity is targeted to promote the development and implementation of market oriented energy policy, to encourage restructuring of the monopoly structures, to encourage energy efficiency projects, assist investment and funding, and enable the collection and dissemination of energy related information at regional level.

For the last few years the BSREC has established a fruitful collaboration with the Technical University of Sofia, which resulted in a number of successfully implemented projects, feasibility studies and energy audits. The activities undertaken include, but are not limited only to:

• Detailed studies and energy audits of the overall efficiency of industrial sites, schools, kindergartens, and household buildings.
• Development of plans for effective heating and ventilation of buildings. Economic and environmental evaluation of the alternatives.
• Analysis of local options for buildings heat supply and proposals for energy efficient systems.
• Development of plans for monitoring the building energy consumption.
• Optimisation of energy management system for buildings.
