‘Demonstration Projects for Energy Efficiency in Buildings – The experience of the Center for Energy Efficiency EnEffect’

The demonstration projects implemented by EnEffect include an instrument to test and define policy decisions related to energy conservation and to promote the introduction of efficient technologies. The demonstration projects on energy-efficiency renovation of buildings were selected to include the most standard buildings. The projects include a hospital, a school, an industrial, and a residential building.

The assessments identified the measures to increase the energy efficiency of the buildings, based on both a local cost-recovery criteria and global benefit criteria that would produce additional GHG emission reductions:

building envelope measures, measures in the heating systems and measures in the electric systems. The most viable measures include the repair of windows and replacement of entrance doors with new doors incorporating thermal insulation, renovation of indoor lighting, renovation of sub-stations and the installation of heat meters and heat reflectors.

The demonstration buildings proved beneficial in several respects. The completion of the installation works resulted in saving energy and financial resources, higher customer comfort, as well as a change in the attitude of the residents. An important impact of the demonstrations is the spin-off effect and the accelerated implementation of energy efficiency projects in other municipalities of the Municipal Energy Efficiency Network EcoEnergy.
