'Energy Conservation in old Bucharest Municipal Buildings'

The Municipality of Bucharest having no previous experience in EU programmes undertook the-above mentioned project partly as a learning process on exchange of experience, and partly to study the process of upgrading an existing building.

The brief stated that: ‘Energy conservation and effective energy management are vehicles to reduce energy consumption and, therefore the cost of this energy; to improve the relation between energy consumed and the domestic product while at the same time aid the reduction of imported energy dependency and the associated fiscal burdens.’

An existing public building, built in 1926 has had modern energy conservation measures applied during a pilot project. The building is on four levels (underground, ground floor, first floor and attic), built up from brick masonry with a frame of reinforced concrete. The total floor area of the building is approx. 854m2.

Through the application of measures to increase the energy efficiency of building it is estimated that there will be a drastic reduction in the annual heating consumption of building with 36,719 MWh, which represents 33% of the previous consumption.

The savings have been achieved by fitting replacement windows, thermal insulation to the attic and externally insulating the outer walls, and by upgrading the heating system. The breakdown of the savings is:15%, for electricity, 20%, for thermal energy and 25%, for natural gas.
